It is not difficult to find out from the 2013 electric power industry operation data released by the National Energy Administration that in 2013, the national industrial electricity consumption exceeded 3.4786 trillion kWh, and the growth rate increased by 3.4 percentage points over the same period of the previous year, accounting for a large proportion of the total electricity consumption of the whole society. 72.0%. Among them, it is worth noting that, as an indispensable terminal equipment in the industrial field, the power consumption of electric motors, which are widely used in industries, agriculture, transportation, construction and public facilities, accounts for up to 64% of the total electricity consumption of the whole society. The annual non-functional consumption in the motor field can even match the total annual power generation of the three Three Gorges power stations.
However, the promotion of energy efficient motors is not always smooth. The IE3 standard motors produced in China are used too little in China, and most of them are used for export. Since 2014, in the context of the dual pressures of energy saving, emission reduction and environmental protection, as a vital part of industrial energy conservation, how to promote the application of energy-saving equipment represented by high-efficiency motors has attracted much attention from the industry.
Small motor energy saving
“Compared with YE2 series motors, the efficiency of YE3 series ultra-efficient and energy-saving motors can reach 91.5%, which is 4.5% higher than the average efficiency of existing motors by 87%. Other performances, noise and vibration indicators are in line with relevant national standards. It can be used as an ideal supporting power product for many industries such as wind turbines, water pumps, air conditioners, machine tools, transportation, etc. As an old expert engaged in motor research and development and production for nearly 30 years, Yue Ningchao told Economic Reporter that YE3 series energy-efficient motors belong to the first Four generations of motor products, using new motor design and high-performance materials, have achieved ideal results in terms of energy saving and operational reliability by reducing the loss of iron, copper and mechanical energy.
According to reports, on the basis of trial and demonstration, Kaiyuan Motor is based on the local geographical location and industrial advantages, and the Zhucheng food industry cold storage freezer, the air compressor of the rubber industry, the power equipment of the machinery industry, etc. as the promotion focus, successively to Zhucheng Foreign Trade Group , Delis Group, Guoxin Rubber and other enterprises to implement energy-saving transformation. By the end of 2013, a total of more than 160 enterprises in the city had promoted high-efficiency motors of 342,000 kilowatts. Among them, Zhucheng Foreign Trade Company has transformed and replaced 310 sets of motors, with a total investment of 6.15 million kilowatts and an investment of 3.85 million yuan. After the operation, it achieved an average power saving rate of 7%, and the investment recovery period is only 4 months.
"At present, the electric motor uses a large amount of electricity and the energy efficiency level is low. This phenomenon of 'large horse-drawn car' not only seriously restricts the development of the industrial economy, but also deviates from the development goal of promoting the green development of energy conservation and emission reduction." Weifang City Wang Chengxi, deputy director of the committee, said that high-efficiency and energy-saving motors, as the source of energy consumption, can drive compressors, pumps, fans and other equipment to improve energy efficiency, and thus improve the energy efficiency of the entire equipment manufacturing industry. Its promotion and application have become the trend of the times.
In the interview, the reporter learned that China has listed motor system energy conservation as one of the country's top ten energy-saving projects as early as 2008. In 2009, it also applied high-efficiency and ultra-efficient motor applications to Huimin Engineering. At the beginning of 2013, the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine issued the National Motor Energy Efficiency Improvement Plan. It is clear that by 2015, China will upgrade its motor products and promote the efficient electric motor of 170 million kilowatts.
According to industry analysts, according to this estimate, the implementation of this plan will drive the demand for high-efficiency motors and related equipment to nearly 100 billion yuan. With the advancement of the plan, the demand for high-efficiency motor market will gradually release, increasing year by year.
Market share is only 2%
“When users use high-efficiency motors to bring energy-saving benefits, they can enjoy the state's energy-saving subsidies for purchasing high-efficiency motors, 0.55KW-22KW per kilowatt subsidy of 58 yuan; 22KW-315KW per kilowatt subsidy of 31 yuan.” Yue Ningchao said. In August last year, the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology officially implemented the motor energy efficiency improvement plan. It is planned to use three years to improve the energy efficiency of the national motor and promote the transformation and upgrading of the motor industry. In the fifth batch of high-efficiency motor promotion catalogues of the “Energy-Saving Products Huimin Project” that was subsequently announced, Kaiyuan Motor was listed on the list.
Driven by the energy-saving subsidy policy, Kaiyuan Motor last year promoted the sale of high-efficiency energy-saving motors of 876,000 kilowatts, and received more than 15 million yuan of subsidies from Huimin, accounting for 3.2% of the total target promotion volume in the country, ranking first in Shandong Province. The annual electricity saving will be 179.73 million kWh, equivalent to 62,906 tons of standard coal and 134,798 tons of carbon dioxide emission reduction.
However, the promotion of energy efficient motors is not always smooth. Academician Tang Renyuan, a well-known domestic motor expert, pointed out that in recent years, although China has basically kept pace with the international level in high-efficiency motor research and development, the technological progress is very optimistic, but unfortunately, the IE3 standard motor produced in our country is used too little in China. Most of it is used for export.
“National energy-saving subsidies are often delayed in the hands of enterprises. In order to speed up the completion of the promotion tasks, we have to sell them to enterprises according to the price of ordinary motors.” When talking about the bottleneck of high-efficiency energy-saving motor promotion, Yue Ning Chao bluntly said that the current company's advancement funds have exceeded 30 million yuan, and the subsidy funds obtained are 15 million yuan, and the funding pressure is gradually emerging.
In addition to the lack of financial investment in energy-saving subsidy funds and the implementation of difficulties, the company's advance payment of the price also highlights the supporting manufacturers of high-efficiency energy-saving motor "do not buy."
“At present, the market share of high-efficiency and energy-saving motors in Shandong Province is only 2%. Since most of the motors produced by the company are sold as supporting equipment to mechanical equipment suppliers, whether high-efficiency and energy-saving motors can be accepted by the market, the attitude of mechanical equipment suppliers is the most critical. However, in order to control the production cost, if the user does not propose a clear energy efficiency requirement, the supporting manufacturers generally will not accept high-efficiency and energy-saving motors with higher prices.” Yue Ning Chao said helplessly.
Not only that, but some companies often think that the old motor is running well and there is no need to replace the new motor. In addition to receiving energy-saving subsidies, it is necessary to provide documentary documents involving corporate secrets. The relatively cumbersome procedures also make most companies discouraged.
A power equipment analyst of China Investment Consulting Co., Ltd. said that the National Development and Reform Commission, the Ministry of Finance, the Ministry of Industry and Information Technology and other national ministries have vigorously promoted the application of energy-saving motors, which will form a certain positive for related enterprises, but the detailed practices at the specific operational level have yet to be studied. In the case that the production and operation pressure of the enterprise is still relatively large, it is not practical to let the enterprise fully bear the cost of energy-saving renovation of the motor system. How to encourage enterprises to use energy-saving motors, as well as to formulate related product procurement subsidy policies, must be considered.
